We are constantly growing and expanding into areas new and old. We are currently looking to fill the 
following position for our office in Jakarta: 
 
  
MANAGER, POLICY BLUE CARBON AND FISHERIES 
  
This position is expected to lead a small team tasked with developing and implementing CI Marine Policy and 
initiatives that focus on Blue Carbon and Fisheries. The manager will provide policy inputs and 
recommendations from CI perspective to Indonesian governments to sustainably develop national Blue 
Carbon and Fisheries sectors. He/she will work with different national and provincial-based agencies as well as 
engage with various institutions: communities, private sectors and NGOs. He/she will also provide technical 
assistance and work in collaboration with relevant field programs to develop and implement Blue Carbon and 
Fisheries at provincial and regency levels. 
  
This position will report directly to Senior Director Marine Program and working under CI Indonesia’s Marine 
Program. 
  
Key Duty / Responsibility: 
 
1. Develop and implement policies and advocacy initiatives on Blue Carbon and Fisheries (including 
aquaculture) at provincial and national levels, through advocacy work, policy analysis and preparing policy 
papers. 
2. Support Ministry of Fisheries and Marine Affairs, The National Planning Agency, The Coordinating Ministry 
of Maritime, and Ministry of Environment and Forestry to provide inputs and guidance in development of 
national policies, regulations, ministerial decrees and other policy outputs that relate to Blue Carbon and 
Fisheries. 
3. Build effective partnerships to develop Blue Carbon and Fisheries in Indonesia with community, scientific, 
non-government, and government groups and agencies at local, national, and global levels. 
4. Work with other CI managers/leaders to strategically develop CI’s Blue Carbon and Fisheries Programs, 
supervise the Blue Carbon and Fisheries team, assist the development of proposals, and communicate 
with other technical teams in CI and with donors and partners. 
5. Provide technical assistance with field program managers and staffs to develop and implement Blue 
Carbon and Fisheries programs in provincial and regency levels. 
 
 
Qualifications: 
 
. A degree and/or at least 4- 5 years working experience on Blue Carbon and/or Fisheries management in 
Indonesia 
. Knowledge and capability in Blue Carbon and Fisheries management, natural resources management in the 
context of decentralization of management authority to provincial level. 
. Knowledgeable and experienced in mangrove and peatland conservation in Indonesia and the principles of 
fisheries and aquaculture. 
. Experienced in supply and value chain development for agricultural, forestry, or fishery commodities. 
. Experienced in partnership building, communication, and facilitation 
. Ability to work effectively in cross-cultural situations with a wide range of people in both the public and 
private sectors, including business, government, non-governmental organizations, donor organizations, 
local communities, consultants and volunteers; 
. Proven track record in writing/editing successful conservation-focused strategy documents, funding 
proposals, progress reports and relevant materials; 
. Strong leadership and interpersonal skills and able to interact and engage with the full range of important 
stakeholders from government officials, university, NGO, and community leaders 
. Strong organizational skills and ability to meet deadlines 
. Fluent in English (speaking, reading, and writing) 
. Computer literacy 
  
 
Preferred/Desirable: 
 
 . Master Degree in Economics, Geography, Natural Resource Management, Forestry, or Fisheries 
. Has experience in project management, and monitoring & evaluation 
. Good knowledge/understanding of local cultural setting in Papua. 
. Ability to work effectively and display good team work. 
. Passionate about conservation work, good team player, and able to perform with minimum supervision.
